Statistical Information: You have a pretty good grasp of weapon building, so this area is mostly fine, though there are still problems to be addressed, mainly in the attacks that aren't as simple.
To The Skies!: For starters, I should mention that Activated Abilities that last for more than a turn take up an action every turn they are active. In addition, the base cooldown for this kind of ability needs to scale accordingly. In this case, with basic flight and immunity to Wind for three turns, the base cooldown would be 21 turns (starting at the turn of activation), which is 9 turns over the max allowed. The drawbacks you have in place are conditional, so I can't really count them for much. If you wish to keep this attack in its current form, you'd need at least one drawback worth a damage level that applies every turn the ability this active, to lower the cooldown to the max that is allowed. You can explore other options too, and you're free to ask for our help if you'd like it.
Eyethief: This attack is largely okay on principle, provided that the gouging out eyes part is just flavor and not literal (plus most characters wear visor so it likely wouldn't work out even of it was), but the limitation on its uses per battle is pretty unnecessary, and I also can't really count it as a proper drawback. I suggest just doing away with that, and having the conditional Paralysis be on every even time you land the attack.
Other than that, I'd just like to clarify whether "each successful hit" means when you land the whole attack, not just the individual hits. Provided this is accurate, the correct cooldown here would be 8 turns, even accounting for the -2 turns from the perk, because of the conditional Paralysis.
Stunning Roundhouse: Just to clarify, this is just "kick the air and launch shockwave towards enemy", right? If so, the correct Weapon Type is Basic Artillery, and the damage should be reduced to Pitiful because of the Wind effect.
Shattering Axe Kick: Your attacks need to have one of your charcater's elements, so the element here should be either Wind or Blade. The attack is fine otherwise.
