The heavily populated area of Wilshire Hills is perhaps only overshadowed by the massive shopping district held within it. A veritable city and giant complex building all at once, a massive elevator connects the main business venue to both the boarding station and the shopping plaza. From the shopping plaza, individuals must use the array of ramps and stairs to make their way up to the third level, with the theatre and electronics store, and then further up to the IFL Tower.
The lower, citizen-flooded area of Wilshire Hills is the main space of thoroughfare within the space. This large street, called Hills Boulevard, has the large systems of wave liners, elevators, conveyors and streets that others can use in order to gain access to the gigantic elevator connecting the lower ground level to Wilshire Hills, 200 meters above. This massive, bustling street is the most active space within the area and connects a lot of nearby towns to Wilshire Hills. A number of high-rising buildings of varying purposes, be they homes, stores, hotels or businesses, dot the space around the elevator and loading bays, with real wave projections of advertisements floating all around, advertising anything from famous movies to new technology available above.
An area filled with massive amounts of people, each carrying their own EM Devices, and so flooded with the wave energy of the Wave Liners and the elevators, is bound to also be filled with viruses and a massive EM World Space. The EM World sprawls upward from the loading platform and civilian gathering space like a complex maze, wrapping around all of the nearby buildings like a heavily woven net, and viruses are attracted like mobs to this high-density location.
Wilshire Hills supports the following panel types, and enforces the following Special Rules:

- Each successive Virus Wave spawns 1 additional virus than the last, of the lowest level virus fought in the previous wave.
